Budgeter tables

Notes: This is the current, as of January 2014, map of the budgeter database tables. Some of the small details may change but the general layout should stay the same. Most Items fall into the item table, ItemMonth table pattern. The idea is to have a current item and then multiple month snapshots of that item. This allows things to be changed without messing up historical data.
